The unprecedented escalation in the journal subscription price, together with increased number of scholarly communications resulting in more number of new journals both by commercial and societal publishers have lead even well-endowed institutions in rich countries to reduce number of renewals for journals every year. The situation in developing countries like India is even worse. Many university libraries have discontinued a good number of their journal subscriptions. While many Indian researchers continue to publish in costly journals, their counterparts in India are not able to subscribe them because of cost factor. Except for few titles, the subscription base of many Indian journals is not broad and there by limited exposure to concerned publications. This journal crisis and the developments in Internet technologies paved the way for Open Access (OA) movement world over. In fact, OA is of greater advantage to India and many developing countries than to the western countries. More than 150 Indian journals have already adopted OA. About 45 libraries in India have taken lead to set up their Institutional Repositories (IRs) although few of them provide access only on their Intranet. The OA movement and IRs are transforming scholarly communication and bringing new opportunities and challenges for scholars, researchers, librarians, publishers, and research funding bodies. There is a need to adopt OA policy at national level by all R & D bodies and University set ups.



The National Aerospace Laboratories (NAL)  established in 1959 under the Council of Scientific and Industrial Research (CSIR) is celebrating its Golden Jubilee Year during 2008-09.  Over the last 5 decades, NAL has successfully contributed to the growth of aerospace activities in the country in particular to the projects of national importance in the defence and aerospace sectors. In the last decade, NAL has designed and developed small civil aircrafts like Saras / Hansa to meet national needs. 

The NAL Library and Information Centre (ICAST), an ISO-9001:2000 Certified Centre along with its parent organization, with its state-of-the-art expertise, infrastructure,  exhaustive collection and innovative  services caters to the information requirements of the Indian aerospace community in particular and the engineering and technical personnel in general.  The centre offers many web based innovative services including access to E-journals, News Clipping Services, Online Public Access Catalogue, Union Catalogue of Serials held by CSIR/ Aerospace Libraries, etc. The centre has created a portal 'AeroInfo' for Aerospace Science & Technology, the first of its kind in the country which serves as one window information search facility for Web sources in aerospace community in the world in general and India in particular.

This Symposium is organized as a part of NAL’s Golden Jubilee Celebrations to create awareness about Open Access, need for national policy on OA, IPR issues and train manpower to set up IRs.  Experts in the field have been invited to deliver lectures and give demo of setting up and administering of IRs.  A  Panel Discussion on “Impact of Open Access on Science Communication” has been organized on the final day. 

The participation is restricted to a maximum of 75 delegates only.
